根据《企业内部控制基本规范》财产保护控制要求，企业建立财产日常管理制度和定期清查制度，采取财产记录、实物保管、定期盘点、账实核对等措施，确保财产安全。因此，企业应当健全制度，加强管理，定期或者至少于每年年末对固定资产进行清查盘点，以保证固定资产核算的真实性和完整性。如果清查中发现资产的损溢应及时查明原因，在期末结账前处理完毕。
财产清查结果会计处理程序
财产清查后发现财产盘盈、盘亏和毁损后，接着进行下列两个步骤的会计账务处理工作：第一步，将各部门发生的财产盘盈、盘亏和毁损情况，列表告知各部门主管人员，由该部门主管人员提出处理意见，经报单位主管或公司董事会同意审批后，进行资产账务处理，使账面数字与财产实物相同。将其财产盘盈、盘亏和毁损差额，转入“待处理财产损益”账户；第二步，查明财产盘盈、盘亏和毁损原因后，经单位主管或董事会作出处理决定后，区别不同情况，从“待处理财产损益”账户分别转入其他相关账户。 新准则下企业资产盘盈、盘亏的会计处理方法
在盘点过程中，现金库存长短、存货盘盈盘亏、固定资产盘盈盘亏的会计处理有所差异。
现金溢余短缺的会计处理
根据《内部会计控制规范》要求，企业对现金业务每日应结算并定期进行盘点，发现现金溢余或短缺时应及时按照会计处理的要求进行处理。
1.现金溢余的会计处理。发现溢余时，按溢余金额借记“库存现金”，贷记“待处理财产损益”。查明原因后，应分情况处理：属于应支付给有关人员或单位的，记入“其他应付款”科目，属于无法查明原因的，经批准后记入“营业外收入”科目。
2.现金短缺的会计处理。发现现金短缺时，按短缺金额借记“待处理财产损益”，贷记“库存现金”。查明原因后，应分情况处理：属于应由责任人或保险公司赔偿的部分记入“其他应收款”科目，属于无法查明的其他原因，根据管理权限批准后记入“管理费用”科目。 存货盘盈、盘亏的会计处理
由于存货种类繁多、收发频繁，在日常的收发过程中可能发生计量错误、计算错误、自然损耗，还可能发生损坏变质以及贪污盗窃等情况，造成账实不符，形成存货的盘盈盘亏。
1.存货盘盈的会计处理。企业发生存货盘盈时，在报经批准前应借记有关存货科目。贷记“待处理财产损益”科目；在报经批准后应借记“待处理财产损益”科目，贷记“管理费用”科目。
2.存货盘亏及毁损的会计处理。企业发生存货盘亏及毁损时间，在报经批准前应借记“待处理财产损益”科目，贷记有关存货科目：在报经批准后应做如下会计处理：对于入库的残料价值，记入“原材料”等科目；对于应由保险公司或过失人支付的赔款记入“其他应收款”科目；剩余净损失，属于一般经营损失的部分记入“管理费用”科目，属于非常损失的记入“营业外支出”科目。 [案例分析]

a. 因仓库材料保管人员人为疏忽，导致A材料缺少10件，每件材料单价为人民币100元，应由保管人员负责赔偿。

固定资产盘盈的会计核算新旧准则发生了变化，旧准则对固定资产的盘盈在批准转销前通常是计入“待处理财产损溢——待处理固定资产损溢”科目，批准转销后则从该科目转入“营业外收入”科目。按新准则规定，固定资产盘盈应作为前期差错记入“以前年度损益调整”科目。固定资产盘盈不再计入当期损益，而是作为以前期间的会计差错。

（一）编报前期财务报表时预期能够取得并加以考虑的可靠信息。
（二）前期财务报告批准报出时能够取得的可靠信息。前期差错通常包括计算错误、应用会计政策错误、疏忽或曲解事实以及舞弊产生的影响以及存货、固定资产盘盈等。由此固定资产盘盈不再计入当期损益，而是作为以前期间的会计差错，即“前期差错”，并根据相关规定进行更正。而旧准则是作为当期损益。之所以新准则将固定资产盘盈作为前期差错进行会计处理，是因为固定资产出现由于企业无法控制的因素而造成盘盈的可能性极小，甚至是不可能的，企业出现了固定资产的盘盈必定是企业以前会计期间少计、漏计而产生的，应当作为会计差错进行更正处理，这样也能在一定程度上控制人为的调解利润的可能性。企业在盘盈固定资产时，首先应确定盘盈固定资产的原值、累计折旧和固定资产净值。 [案例分析]

固定资产盘盈与存货盘盈的区别
《企业会计准则第28号——会计政策、会计估计变更和差错更正》第11条中提到“前期差错通常包括计算错误、应用会计政策错误、疏忽或曲解事实和舞弊产生的影响以及存货、固定资产盘盈等”。至于前期差错的更正方法，根据企业会计准则体系（2006）的规定：企业应当采用追溯重述法更正重要的前期差错，但确定前期差错累积影响数不切实可行的除外。追溯重述法，是指在发现前期差错时，视同该项前期差错从未发生过，从而对财务报表相关项目进行更正的方法。
存货和固定资产的盘盈都属于前期差错，但存货盘盈通常金额较小，不会影响财务报表使用者对企业以前年度的财务状况、经营成果和现金流量进行判断，因此存货盘盈时通过“待处理财产损溢”科目进行核算，按管理权限报经批准后冲减“管理费用”，不调整以前年度的报表。而固定资产是一种单位价值较高、使用期限较长的有形资产，因此对于管理规范内的企业而言，在清查中发现盘盈的固定资产是比较少见的，也是不正常的，并且固定资产盘盈会影响财务报表使用者对企业以前年度的财务状况、经营成果和现金流量进行判断。因此固定资产盘盈应作为前期差错处理，通过“以前年度损益调整”科目核算。
