2. as well 理解为词组= also, 副词，因为缺少连词，所以，founded 不能理解为谓语动词，只能理解为过去分词做定语修饰名词成分（之后的 the charge）。即解析中所说。
我个人认为不宜理解为 2.，理解为1.更适当，因为理解为连词有让步的意思，即 as=though, 同时，即使。
这样，如果分成2句话的话就是：
he did not accept the charge made by some of his critics, as he well founded the charge made by some of his critics
他不接受一些对他提出批评的批评家的指控，（即使）同时他使得这些指控成立了。
也就是说 did not accept ，和 well founded 共用主语 he，并且共用宾语 the charge。
